- 3.º Relatório do Projeto “Promover e Valorizar o PNTI”Publication . Para além da descrição das atividades desenvolvidas no período em apreço, este último relatório procura sintetizar todo o Projeto, configurando-se assim como Relatório Global do Projeto. Neste sentido, complementa-se informação apresentada no primeiro e segundo Relatórios, tendo em consideração a duração total do Projeto, desde 1 de outubro de 2018, a 31 agosto de 2019. O Projeto consistiu na proposta e desenvolvimento de ações com vista à manutenção e melhoria da sinalética, bem como a instalação de painéis informativos que contribuam para a fruição, atratividade e condições de visitação do Parque Natural do Tejo Internacional através de soluções de comunicação e promoção.
- O atual modelo de desenvolvimento : principais debilidades de uma trajetória comprometedoraPublication . Santos, DomingosO estudo debruça-se sobre a análise dos principais bloqueios e potencialidades que a sub-região da Serra da Estrela manifesta, quer em termos institucionais quer empresariais, aprofundando as linhas gerais de uma possível estratégia de desenvolvimento qualificante e sustentável. A estratégia territorial que se preconiza não resulta da simples justaposição de agentes institucionais e de unidades empresariais; ela visa, sobretudo, a revitalização socioeconómica e a qualificação e articulação dos atores em diferentes arquiteturas reticulares de cooperação, ajustando o saber-industrial e o saber-fazer terciário e tecnológico, tornando possíveis solidariedades geradores de dinâmicas coletivas de aprendizagem e de produção de competências específicas com reflexo sobre o perfil inovador e a competitividade deste espaço serrano. O artigo corresponde a um capítulo editado na obra “Potencialidades de desenvolvimento de concelhos da Serra da Estrela”, que foi coordenada por Maria João Simões e Berta Rato, editado pelo Observatório do Emprego e Formação Profissional, e decorreu de um projeto de investigação financiado pela mesma entidade.
- Between old recipes and new challenges: redesigning the role of entrepreneurial universities in a context of smart specializationPublication . Santos, DomingosAbstract The entrepreneurial university is seen as an important catalyst for regional economic and social development, particularly because it generates and exploits knowledge as entrepreneurial opportunities. This paper aims to analyze the challenges Smart Specialization Strategies (S3) imply to the role entrepreneurial universities can play in regional development. The former has increasingly gained space as a new competitive paradigm and universities can be of great importance for its successful implementation because of their contribution both as a partner institution, policy actor and producer of knowledge and social capital that can affect the potential territorial competitiveness and sustainability. By adopting institutional economics, resource-based view, and endogenous growth approaches, this study aims to provide a wider understanding of the socioeconomic impacts of the entrepreneurial universities on their regions The paper critically addresses this knowledge gap, focusing on policy, organization, and the role of individual actors to uncover the challenges facing higher education institutions as they seek to engage with their regions and promote territorial competitiveness and sustainability. As higher education institutions begin to ramp up their technology transfer activities and start to commercialize their research, it is crucial to consider the regional context and the regional impacts that this can have. In this context, and as a final point, the concept of entrepreneurial ecosystem is reinterpreted as a possible path of the dynamics resulting from S3 and entrepreneurial universities interactions, opening the way for a set of public policy recommendations.
- Building entrepreneurial ecosystems: the case of CoimbraPublication . Santos, DomingosThe purpose of this paper is three-fold. The first objective is to contextualize and clarify the concepts of regional innovation systems and entrepreneurship, addressing their differences and complementarities and suggesting an analytical filter to enhance their understanding. The second aim is to question and analyse the challenges this renewed approach brings to the domain of territorial policy, namely, the role it may bring to local and regional development strategies, opening up the way for a set of public policy interventions on the fields of entrepreneurship and innovation promotion. Finally, the paper presents and analyses the example of Coimbra, a medium-sized city in Portugal, underlining both the role of academia and the Instituto Pedro Nunes-Incubator have had on these domains.
- “Building governance in Portugal : some reflections upon the digital cities and regions program”Publication . Simões, Maria João; Santos, DomingosThe purpose of this article is to contribute for the debate about the construction of governance spaces which guarantee the continuity of the regional development public policies, thus articulating actors and optimizing strategic projects in order to improve regional competitiveness and sustainability. The call by European Union policymakers for wider and more direct involvement in improving European governance is coupled with the increased usage of new information and communications technologies by public administrations across the EU. Portugal is involved in a catching-up process with high investments in the areas of innovation and ICT infrastructures, nonetheless governance remains a field of action that deserves further attention and discussion. Based on the analysis of the Portuguese Digital Cities and Regions Program, we argue that the interest in the “digital” has been constructed around a rather narrow set of empirical and theoretical issues concerning mainly to technological innovation, neglecting other strategic political areas, such as the politics of governance and state re-territorialization around the city-region, the technological and social innovation, the role of democracy and citizenship in city-regions politics, and tensions around social reproduction and sustainability across the city-regions. These questions will be analysed and discussed in the light of the Portuguese experience and some final considerations will be outlined concerning the weaknesses and strengths of digital cities and regions governance. The analytical work was based on observations in different Portuguese digital cities and regions with the ultimate goal of increasing regional competitiveness and cohesiveness.
- Building regional innovation systems in peripheral regions: lessons from the Região Centro, PortugalPublication . Santos, DomingosInnovation has moved to the foreground in regional policy in the three last decades. Public policies have been shaped by “best practice models” derived from hightech urban-metropolitan areas and successful territories. Nevertheless, lessons learned from these examples are rarely transferable elsewhere. The regional innovation systems in peripheral regions, and the likelihood of their acting as instruments for territorial competitiveness, have seldom been the subjects of discussion. The main objective of the article is precisely to take Região Centro, in Portugal, as an example to enrich this analysis. The first part of this article examines the concept of regional innovation systems against the background of modern theories of innovation and regional policies, now that longterm regional competitiveness and sustainability has less to do with cost-efficiency and more to do with the ability of firms and institutions to innovate, or, in broader terms, to upgrade their knowledge base. The paper will then proceed with an outline of the Portuguese innovation system and an overview of the regional innovative performance, as well as a description of the institutional and economic fabric that supports it, including an analysis of its functionality and dynamic, taking Região Centro as a case study. A particular focus will be put upon the drivers of regional innovation. Finally, the author will focus some specificities that need to be addressed in the redesign of public interventions in order to improve regional competitiveness and sustainability, leaving new insights about possible policy interventions in peripheral regions.
- Challenges of culture-led local development policies in Portugal: renewing perspectives, improving strategiesPublication . Santos, DomingosCulture has become increasingly central to the rhetoric of territorial development, but it has not always been translated into the renewal of intervention strategies and practices. In this article, it is argued that in Portugal local cultural policies should have a strong territorial or endogenous configuration, aiming at the valorization of local assets and qualification of communities. Given some of the most relevant challenges in the portuguese context of local development, some guiding principles to which a cultural policy needs to respond effectively, as well as the main dimensions that should give them form and content, will be analyzed.
- Challenging orthodoxies: territorial inonovation policies in peripheral regionsPublication . Santos, Domingos; Simões, Maria JoãoInnovation has been assuming a growing role in regional policy over the past three decades. Public policies have been shaped by "best practice models" associated with new technologies and successful urban-metropolitan areas. However, the knowledge obtained from these examples are rarely transferable to other territorial contexts. The reflection on the role of regional policy based on the promotion of the innovation potential in peripheral regions with structural development problems has been clearly relegated to a secondary plan. The main objective of this article is precisely, first, to analyze the main impacts globalization and knowledge economy are having on the territories, then discuss this issue in the light of the main theoretical frameworks that enable a better understanding of the relationship innovation-territory, analyzing, finally, the main implications in the design and implementation of territorial innovation policies directed towards the promotion of competitiveness of peripheral least favored regions. Peripheral regions with structural development problems need basically to avoid tecnopolitan drifts and other misconceptions associated with the fads of the ready-made recipes, rethinking their competitive positioning and finding new formulas that allow improving their insertion patterns into the modern knowledge economy global flows. We must no longer consider territorial innovation policy as a mere process of resource allocation and spatial design; it should be understood as a set of policies that favor the creation of resources and new wealth. Today there is a wide consensus about the fact that the competitive success of the territories rests less on the traditional economic and geographical determinisms than on the socio-political capacity of initiative and organization - is not an easy challenge, but, as paradoxical as it may seem, it is an excellent auspice for peripheral regions.
- O contributo do Roteiro Estratégico de Desenvolvimento Turístico para a afirmação do Parque Natural do Tejo Internacional como destino sustentávelPublication . Quinta-Nova, L.C.; Alberto, D.; Almeida, C.A.M.; Neves, João Vasco; Santos, DomingosNo âmbito da valorização das áreas protegidas, o tema da atividade turística surge quase como um denominador comum a um leque significativo de possibilidades de desenvolvimento, emergindo daqui a relevância de se proceder a estudos que perspetivem a atuação futura nestas áreas. Daqui se partiu para o desafio de proceder à elaboração de um documento de natureza prospetiva e estratégica que oriente os passos a serem dados, e acolhidos por parte dos stakeholders, bem como pela Cogestão do Parque Natural do Tejo Internacional (PNTI), com vista ao desenvolvimento do sector do turismo associado aos valores desta área protegida. Para o efeito, foi implementada uma abordagem bottom-up, partindo de uma base de trabalho que emanasse das perspetivas e interesses dos agentes locais. Nesse quadro, foram realizadas, numa primeira fase, uma série de entrevistas abertas e individuais aos diversos atores; posteriormente, foi realizado um trabalho de prospeção e auscultação com base em discussões em grupos, conforme a afinidade funcional dos agentes e, por último, as ações a propor resultaram de uma validação final por parte das entidades envolvidas no processo da cogestão do PNTI. Desta abordagem metodológica resultaram quatro domínios estratégicos de intervenção que estruturam a leitura e o campo de ação do Roteiro de Desenvolvimento Turístico do PNTI, designadamente i) infraestruturas de suporte e qualidade ambiental e paisagística; ii) oferta turística; iii) comunicação; iv) governança que se consubstanciaram num conjunto de projetos de intervenção no sentido de dar corpo ao desenvolvimento turístico que se preconiza para o PNTI.

Daqui se parte para o desafio de proceder à elaboração de um documento de natureza prospetiva e estratégica que possa servir de orientação, ou pano de fundo, para os passos a serem dados, e acolhidos por parte dos stakeholders, bem como, naturalmente, pela Cogestão do PNTI com vista ao desenvolvimento do setor do turismo associado aos valores do Parque.
