Os recentes modelos de gestão pública originaram novos desafios à capacidade inovadora da Administração Pública. A Governança Pública tem instituído as organizações públicas como uma materialização do interesse público. O estudo da confiança organizacional e do comprometimento orientado para vários objectos, tais como a organização e o supervisor, tem equacionado a importância das pessoas, bem como as suas vinculações em contexto organizacional, enquanto recurso e factor crítico nas constantes mudanças de ambiente organizacional e contextual. Contudo, a relação de influência entre a confiança organizacional e os comprometimentos no local de trabalho, quer com a organização, quer com o supervisor ainda está pouco estudada. Neste âmbito, propõe-se a construção de um modelo conceptual que permita estabelecer uma relação entre estes três constructos.
ABSTRACT: The recent public management models originate new challenges to the innovative capacity of the Public Administration. The Public Governance has set up public organizations as a materialization of the public interest. The study of organizational trust and commitment related with different foci, such as the organization and supervisor, has highlighted the importance of people, as well its biding forces at organizational environment as a resource and a critical factor in the constant organizational environment and contextual changes. However, there are not known many studies that establish a relationship of influence between organizational trust and the commitments in the workplace, either to the organization or with the supervisor. In this context, we propose the construction of a conceptual model that allows to establish a relationship between these three constructs.
