A presente dissertação, desenvolvida no âmbito do Mestrado em Gestão de Empresas, analisa a sustentabilidade do transporte rural em territórios de baixa densidade, com foco no Município de Idanha-a-Nova. O estudo adota uma abordagem metodológica mista, combinando questionários aplicados a 218 estudantes utilizadores do transporte escolar com entrevistas a motoristas e técnicos operacionais. Os resultados evidenciam fragilidades críticas na qualidade do serviço, nomeadamente no conforto, pontualidade, lotação e adequação dos horários. Embora o custo do transporte seja baixo devido à comparticipação pública, tal não compensa as deficiências operacionais reportadas. No domínio da gestão de recursos humanos, identificou-se a sobrecarga funcional dos motoristas, a ausência de valorização profissional e a inexistência de planos de formação contínua, comprometendo a motivação e o desempenho destes agentes. A análise territorial revelou desigualdades significativas entre freguesias, com as zonas mais periféricas a apresentarem níveis de satisfação muito inferiores. A inexistência de uma estratégia de transição energética, associada à obsolescência da frota, compromete a sustentabilidade ambiental do sistema. Como recomendações, propõe-se a modernização da frota, a reformulação do planeamento com base em dados territoriais desagregados, o reforço da valorização dos motoristas e a implementação de soluções de transporte mais flexíveis. Concluise que a sustentabilidade do transporte rural exige mais do que garantir a sua existência: impõe a resposta eficaz, justa e digna às necessidades concretas das populações locais.
ABSTRACT: This dissertation, developed within the Master's in Business Management, analyses the sustainability of rural transport services in low-density territories, focusing on the municipality of Idanha-a-Nova. The study adopts a mixed-methods approach, combining surveys of 218 school transport users with semi-structured interviews with drivers and operational staff. The results reveal critical weaknesses in service quality, particularly in comfort, punctuality, overcrowding, and schedule adequacy. Although the transport cost is low due to public subsidies, it does not compensate for the operational shortcomings reported. In the field of human resource management, the study identifies functional overload among drivers, a lack of professional recognition, and the absence of continuous training plans, all of which undermine motivation and service quality. The territorial analysis highlights significant disparities between parishes, with peripheral areas showing much lower levels of user satisfaction. Furthermore, the lack of an environmental transition strategy, coupled with an outdated fleet, compromises the system’s sustainability. Recommendations include modernising the fleet, redesigning the service based on disaggregated territorial data, enhancing the status and working conditions of drivers, and implementing more flexible transport solutions. The study concludes that the sustainability of rural transport requires more than service provision—it must deliver effective, fair, and dignified responses to the actual needs of local populations.
