Sendo o leite um produto habitual na dieta dos portugueses de todas as idades, constituindo-se como um produto que pode veicular inĆŗmeros perigos, induz a que as exploraƧƵes agrĆcolas e pecuĆ”rias tenham necessidade de encontrar um sistema de garantia de qualidade que dĆŖ garantias Ć transformação e aos consumidores.
O Globalgap estabelece normas de Boas PrĆ”ticas AgrĆcolas em todo o mundo servindo como sistema global de referĆŖncia permitindo que a produção primĆ”ria se possa situar como parceiro credĆvel na cadeia alimentar, posicionando no mercado global (reconhecidos pela Global Food Safety Iniciative) e respeitando as exigĆŖncias do consumidor, atravĆ©s da demonstração de vĆ”rios compromissos a serem respeitados. Por outro lado, hĆ” necessidade de complementar esta certificação com o respeito pela legislação definida para o setor leiteiro, nomeadamente no que respeita Ć saĆŗde animal, sendo o produtor impelido a definir programas de biosseguranƧa.
Durante os meses de marƧo e abril de 2015 foram realizadas visitas a dezanove exploraƧƵes bovinas de aptidĆ£o leiteira, localizadas no distrito de Portalegre. Com recurso a uma Check list diagnóstico construĆda com base nos requisitos do Globalgap, foram avaliadas as condiƧƵes de produção de leite pelos produtores, determinado o grau de implementação dos requisitos necessĆ”rios Ć certificação pelo Globalgap, e posterior comparação com os prĆ©-requisitos necessĆ”rios Ć implementação do HACCP e cumprimento da legislação relativa Ć seguranƧa dos alimentos. Identificaram-se as nĆ£o conformidades existentes e foram definidas medidas corretivas com base no Guia de Boas PrĆ”ticas de Higiene e Fabrico da FENALAC de 2014.
Os resultados obtidos revelam valores conformes acima de 50%, num total de 256 itens avaliados. Os itens que se revelam mais preocupantes foram identificados no âmbito da saúde, segurança, higiene e bem-estar dos trabalhadores (42.1%), com o meio ambiente (42.9%) e em relação aos registos e documentação (42%). Nenhuma das explorações de leite de bovino se encontra em condições de ser desde jÔ certificada pelo Globalgap, pois nenhum produtor apresenta mais de 95% de cumprimento em relação às obrigações menores, e além disso, existem vÔrios itens de obrigações maiores que ainda não estão a ser cumpridos.
A formação dos produtores e colaboradores foi identificada como uma das principais lacunas existentes, sobretudo em relação às boas prÔticas, de forma a atribuir-lhes responsabilidade no cumprimento e manutenção dos pré-requisitos, para a qualidade e segurança na produção de leite.
Abstract: Being a regular milk product in the Portuguese diet of all ages, establishing itself as a product that can serve many dangers, induces that agricultural and livestock farms have a need to find a quality assurance system that reassures the transformation and consumers. The GLOBALGAP sets standards of Good Agricultural Practices worldwide serving as global reference system allowing primary production is likely to stand as a credible partner in the food chain positioning in the global market (recognized by the Global Food Safety Initiative) and respecting the requirements of consumer, by demonstrating various commitments to be respected. On the other hand, there is need to complement this certification with respect for the legislation defined for the dairy sector, in particular with regard to animal health, and the producer impelled to set biosafety programs. During the months of March and April 2015 visits were made to nineteen bovine dairy farms Fitness, located in Portalegre district. Using a Checklist diagnosis built on the GLOBALGAP requirements, the milk production conditions by the producers were assessed, given the degree of implementation of the requirements for certification by GLOBALGAP, and for comparison with the prerequisites necessary for the implementation HACCP and enforcement of legislation on food safety. Identified the existing non-compliance and corrective measures were defined based on the Guide to Good Hygiene Practices and Production of 2013 FENALAC. The results show compliant values over 50% for a total of 256 items evaluated. The items which are more worrying were identified in the health, safety, hygiene and worker welfare (42.1%), with the environment (42.9%) and with regard to records and documentation (42%). None of the bovine milk farms are in a position to already be certified by GLOBALGAP, because no producer has more than 95% compliance in relation to lower obligations, and additionally, there are several items of greater obligations that are not to be met. The training of producers and collaborators has been identified as one of the main shortcomings, especially in relation to good practice in order to assign them responsibility for achieving and maintaining the prerequisites for quality and safety in the production of milk.
