  • Mind the gap: Smart Cities and entrepreneurship policies

    The concept of the smart city gained increasing expression and has become an intensely discussed field in the recent past among, either the research community, either the political stakeholders. Yet, despite its semantic attractiveness, the concept still lacks definitional rigor and precision. In particular, if a special focus has been given to the role ICT interventions can fulfill, emphasising its high-Tech characteristics, little attention has been paid to complementary dimensions that are decisive to upgrade urban dynamics competitiveness and sustainability, namely the contribution brought by entrepreneurship. This paper aims, first, to contribute to clarify the meaning of the word "smart" in the context of urban development through an approach based on an indepth literature review of relevant studies and then, to establish the links with the determinants of entrepreneurship that can help guide more effective urban development policies. Furthermore the paper aims to inform and improve policy-making on the subject of promoting entrepreneurial mindsets and contexts, speculating on some principles and guidelines that may help fertilize urban dynamics and build smarter cities.
  • “Building governance in Portugal : some reflections upon the digital cities and regions program”

    The purpose of this article is to contribute for the debate about the construction of governance spaces which guarantee the continuity of the regional development public policies, thus articulating actors and optimizing strategic projects in order to improve regional competitiveness and sustainability. The call by European Union policymakers for wider and more direct involvement in improving European governance is coupled with the increased usage of new information and communications technologies by public administrations across the EU. Portugal is involved in a catching-up process with high investments in the areas of innovation and ICT infrastructures, nonetheless governance remains a field of action that deserves further attention and discussion. Based on the analysis of the Portuguese Digital Cities and Regions Program, we argue that the interest in the “digital” has been constructed around a rather narrow set of empirical and theoretical issues concerning mainly to technological innovation, neglecting other strategic political areas, such as the politics of governance and state re-territorialization around the city-region, the technological and social innovation, the role of democracy and citizenship in city-regions politics, and tensions around social reproduction and sustainability across the city-regions. These questions will be analysed and discussed in the light of the Portuguese experience and some final considerations will be outlined concerning the weaknesses and strengths of digital cities and regions governance. The analytical work was based on observations in different Portuguese digital cities and regions with the ultimate goal of increasing regional competitiveness and cohesiveness.

There is a need to analyze current smart urban challenges and opportunities, and to study how to incorporate smart systems into an agenda of urban competitiveness. The smart city approach is a recent theme, aiming at improving the quality of life of citizens in urban territories. Born like a bottom-up movement, it is now becoming critical in urban planning and development in cities all over the world. The smart city success depends on how cities achieve higher innovation profiles and competitiveness levels - on being entrepreneurial smart cities. Universities are one of the most significant cities' agents on building up active strategies to reinforce an entrepreneurial urban dynamics. Grounded on a vast and deep literature review on both scientific papers and practitioner or institutional reports, the paper tries to address the role the entrepreneurial university might bring to the formulation and implementation of smart cities strategies, pointing out to some instruments that can be used to enhance urban competitiveness and sustainability.

  • Cultura e desenvolvimento local: renovar olhares, ajustar estratégias, melhorar práticas

    A cultura tem vindo a assumir crescente centralidade na retórica do desenvolvimento territorial, nem sempre se traduzindo, todavia, na renovação de estratégias e práticas de intervenção. Neste artigo, argumenta-se que as políticas culturais de âmbito local devem revestir vincada configuração territorialista, ou endógena, assumindose como autênticos instrumentos de valorização dos ativos locais e de qualificação das comunidades. Face a alguns dos mais relevantes desafios presentes no contexto português de desenvolvimento local, serão analisados alguns princípios norteadores a que uma política cultural necessita de responder eficazmente, bem como as principais dimensões que lhes devem conferir forma e conteúdo.
  • O processo de planeamento estratégico em municípios de baixa densidade populacional em Portugal

    Num território como o do município de Vila Velha de Ródão, que alia a sua pequena dimensão espacial à baixa densidade populacional, é natural que os autarcas experienciem uma maior proximidade com os seus munícipes e, de alguma forma, se sintam mais vinculados à perspetiva de lhes corresponder aos anseios. Obviamente que a gestão do município, e principalmente na vertente que diz respeito ao desenvolvimento sustentado do mesmo, não tem sentido ocorrer de forma casuística, deverá, portanto, ocorrer de forma organizada e sistemática, assente em planos estratégicos orientadores das intervenções numa lógica de médio, longo prazo. No âmbito e no contexto referidos, foi elaborado em 2004 um Plano Estratégico para o município de VVR, o qual foi validado pelos órgãos competentes da autarquia, que posteriormente o foi implementando, através do seu envolvimento em projetos que decorriam direta ou indiretamente do plano traçado. Assim, e passado período previsto para a implementação, e verificada uma elevada taxa de execução relativamente as propostas contidas no plano estratégico, a autarquia optou por envolver-se na elaboração de um segundo plano estratégico, dando seguimento à dinâmica então criada. Apesar de não ter sido feito qualquer estudo relativamente à eficácia da metodologia seguida pela equipa técnica que produziu o primeiro plano estratégico, temos a convicção que parte do o sucesso do mesmo se deve ao formato metodológico seguido na sua elaboração, muito centrada na auscultação e envolvimento direto dos cidadão e atores de relevo na comunidade. Daqui ter-se optado, na elaboração do segundo plano estratégico por uma abordagem metodológica semelhante. Este foi objeto de discussão e aprovação por parte da autarquia perante a equipa técnica, ficando-se na expectativa de verificar se a população se mantinha recetiva e participativa como no primeiro Plano e, ao mesmo tempo tentar, por um lado, verificar até que ponto se sentiram vinculados ao longo do tempo, por outro lado, verificar níveis de entusiasmo e convicção que alimentassem o seu envolvimento/participação o processo de elaboração do segundo Plano Estratégico. Por parte da autarquia foi assumido um papel informativo e incentivador junto dos cidadãos e atores locais no sentido de promover a participação dos mesmos em cada momento solicitado pela equipa técnica, para a realização de entrevistas individualizadas e reuniões em grupo. As linhas de orientação residiram essencialmente na disponibilidade ouvir e sentir os munícipes, numa lógica de enquadramento proactivo relativamente aos recursos e potencialidades do território, com vista à promoção do seu desenvolvimento equilibrado.
  • The Challenges of Smart Specialization Strategies and the Role of Entrepreneurial Universities

    This chapter explores the relation between the concepts of entrepreneurial universities (EU) within the framework of Smart Specialization Strategies (S3). The latter is arising as a new competitive paradigm and universities can be of great importance for its successful implementation because of their contribution both as a partner institution, policy actor and producer of knowledge and social capital that can affect the potential for economic growth and development of regions. The links and contributions of both dimensions are presented and explored. As a final point, the concept of entrepreneurial ecosystem is presented as a consequence and future development of the dynamics resulting S3 and entrepreneurial universities interactions.
  • Between old recipes and new challenges: redesigning the role of entrepreneurial universities in a context of smart specialization

    Abstract The entrepreneurial university is seen as an important catalyst for regional economic and social development, particularly because it generates and exploits knowledge as entrepreneurial opportunities. This paper aims to analyze the challenges Smart Specialization Strategies (S3) imply to the role entrepreneurial universities can play in regional development. The former has increasingly gained space as a new competitive paradigm and universities can be of great importance for its successful implementation because of their contribution both as a partner institution, policy actor and producer of knowledge and social capital that can affect the potential territorial competitiveness and sustainability. By adopting institutional economics, resource-based view, and endogenous growth approaches, this study aims to provide a wider understanding of the socioeconomic impacts of the entrepreneurial universities on their regions The paper critically addresses this knowledge gap, focusing on policy, organization, and the role of individual actors to uncover the challenges facing higher education institutions as they seek to engage with their regions and promote territorial competitiveness and sustainability. As higher education institutions begin to ramp up their technology transfer activities and start to commercialize their research, it is crucial to consider the regional context and the regional impacts that this can have. In this context, and as a final point, the concept of entrepreneurial ecosystem is reinterpreted as a possible path of the dynamics resulting from S3 and entrepreneurial universities interactions, opening the way for a set of public policy recommendations.

  • Regional innovation systems and entrepreneurial ecosystems : their value added to rethinking regional development policies

    Advances on the understanding the innovation process and phenomenon, principally coming from the regional innovation systems approach and from the theorization around the concept of entrepreneurial ecosystems, have given an impulse to entrepreneurship promotion. The aim of this paper is two-fold. On the one hand, the first objective is to contextualize and clarify the concepts of regional innovation systems and entrepreneurial ecosystems that have been gaining a growing importance in terms of regional policy. It will also address their differences and complementarities, proposing an analytical filter to enhance their understanding, both theoretically and operationally. The second objective is to formulate a set of recommendations about the role both concepts bring to local and regional development strategies, opening the way for a set of public policy interventions.
